European Parliament Approves 1.5 Billion Euro Defense Program with Ukraine

The European Parliament voted 457-148 on November 25, 2025, to approve the European Defense Industry Program (EDIP), a 1.5-billion euro initiative designed to strengthen the European Union's military capabilities and integrate its defense industry with Ukraine. The program, which runs until 2027, allocates 300 million euros to the Ukraine Support Instrument and establishes the Fund to Accelerate Defense Supply Chain Transformation with at least 150 million euros in supplementary contributions.

Under the program, Ukrainian companies gain access to the EU’s Defence Investment Program and large-scale projects including the Drone Defense Initiative, Space Shield, and Eastern Flank Watch. To qualify for funding under a "buy European" principle, at least 65% of a product's components must originate from EU member states or partner countries. The legal framework for projects of common interest requires the participation of at least four member states.

EU Defense Commissioner Andrius Kubilius stated the program aims to foster industrial independence and integrate Ukrainian military innovation. The shift toward strategic autonomy follows Russia's 2022 invasion of Ukraine and signals from the Trump administration that the United States will prioritize domestic and Asian security. While proponents like Raphaël Glucksmann describe the move as key to a sovereign Europe, Russia views the industrial support as a continuation of NATO expansion. The legislation now awaits formal endorsement by the 27 EU member states.
