S&P Dow Jones Indices Opens Canadian Indices to Foreign Issuers

S&P Dow Jones Indices updated eligibility rules for Canadian indices to allow foreign companies with substantive Canadian connections to be included.

S&P Dow Jones Indices announced changes to the eligibility criteria for S&P/TSX Canadian Indices, including the TSX Composite benchmark. Effective December 21, 2026, foreign issuers listed on the Toronto Stock Exchange that are neither domiciled nor incorporated in Canada may qualify for inclusion provided they maintain a material and substantive connection to Canada. This replaces a previous restriction that limited eligibility strictly to companies domiciled or incorporated within Canada.

The policy shift follows a market consultation launched in July and is designed to facilitate the inclusion of Anglo-Teck. This entity is the result of a $53 billion all-stock merger between Anglo American and Teck Resources. While the new company will be headquartered in Vancouver, it will maintain its primary stock listing in London.

The merger is expected to close between September 2026 and March 2027. Once finalized, the combined company will become the world's fifth-largest copper producer.
