US Ambassador Urges Caution as Israel and Lebanon Resume Talks

U.S. Ambassador to Lebanon Michel Issa announced that U.S.-sponsored talks between Lebanon and Israel are ongoing in Rome, with a seventh round of direct negotiations scheduled for August 4 through 6. Issa expressed optimism about the process but warned that rushing the agreement could jeopardize the civilians it is meant to protect. He emphasized that "there is a fundamental difference between signing an agreement and its concrete implementation," urging both parties to establish a workable process before proceeding.

The upcoming talks focus on technical work to ensure civilian safety and the expansion of pilot zone processes. Under the trilateral framework reached in June, the Lebanese Armed Forces must deploy to southern Lebanon in areas previously influenced by Hezbollah, while Israel is to withdraw from its security zone once Hezbollah is disarmed.

Tensions have increased ahead of the meeting. Lebanese officials accused Israel of obstructing troop deployments, following an initial Israeli withdrawal from a pilot zone two weeks ago. Issa noted that significant technical work remains to ensure safety on the ground and the efficient movement of subsequent pilot zones.
