Russia Permits Grain Exports as Kherson Ceasefire Holds
Russian authorities issued permits for grain vessels to leave the Sea of Azov amid a mediated ceasefire in the Kherson region of Ukraine.
The Federal Government of Russia issued permits for grain export vessels to leave the Sea of Azov for the first time since July 10, when Ukrainian drone attacks halted maritime traffic. The permits, valid through November 15, allow vessels to pass through the Kerch Strait into the Black Sea, with some reports indicating that Russian naval convoys will accompany the shipments.
This maritime opening coincides with a localized ceasefire in the Kherson region of Ukraine. Mediated by U.S. First Lady Melania Trump, the truce aims to facilitate the delivery of humanitarian supplies to the town of Oleshky. Both Russia and Ukraine report that the ceasefire is currently holding.
These developments follow broader, unsuccessful efforts by the Government of Turkey to resume Black Sea grain shipments. Russian officials had previously resisted ceasefire agreements that did not encompass other sectors of the conflict.
