Taiwan Reports Chinese Grey-Zone Operations and Naval Activity
Taiwan's Ministry of National Defense and Coast Guard report increased Chinese naval activity and grey-zone operations aimed at battlefield preparation in the Western Pacific.
The Ministry of National Defense of Taiwan detected three Chinese naval vessels and seven official ships operating in waters surrounding Taiwan up until 6 a.m. local time on October 23, 2026. While no military aircraft were detected during this 24-hour window, the activity follows a Monday incident where five Chinese aircraft and 15 vessels were spotted, with three aircraft crossing the Taiwan Strait median line.
Simultaneously, the Taiwan Coast Guard warned that China is employing a mix of militia, coast guard, and research vessels to conduct battlefield preparation extending into the Western Pacific. These activities, which have increased since June, include the August 16 approach of the suspected militia boat Minfudingyu 07902, which came within 2.7 nautical miles of restricted waters before being driven away by a Taiwanese patrol boat.
Taiwanese officials characterize these actions as grey-zone operations designed to expand Beijing's influence and practice for a potential maritime blockade while avoiding open conflict. These operations have created security pressure for Taiwan, Japan, and the Philippines in overlapping economic waters. While the Government of China maintains its operations are legitimate and lawful, Taiwan rejects these claims. Surveillance data from Apex Aviation provided radar and infrared imagery documenting the vessel clusters.
