Nigeria Leads Push for West African Fuel Price Benchmark

The Nigerian Midstream and Downstream Petroleum Regulatory Authority is advocating for a regional fuel price benchmark to end dependence on European and Mediterranean pricing indices.

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) is leading an initiative to establish a regional fuel price benchmark for West Africa. During the second West Africa Refined Fuel Market Conference in Abuja, NMDPRA Chief Executive Rabiu Abdullahi Umar argued that Africa's growing refining capacity should shield local prices from geopolitical crises in Western Europe and the Mediterranean.

Umar stated that building a credible trading hub requires significant investment in physical infrastructure, including storage terminals, pipelines, and harmonized product specifications. He emphasized that while the previous year focused on foundations, the current priority is execution. Minister of State for Petroleum Resources (Oil) Heineken Lokpobiri confirmed the federal government's full commitment to the initiative, noting strong international investor interest in Nigeria's midstream and downstream sectors.

Legislative support for the project was pledged by Ikenga Ugochinyere, Chairman of the House Committee on Petroleum Resources (Downstream). Ugochinyere argued that West Africa has historically been a price taker and must develop its own pricing capacity as it becomes a refining hub, citing the 650,000 barrels-per-day Dangote Refinery and the rehabilitation of state refineries as primary drivers. The NMDPRA and the West Africa Regulator Forum aim to replace external indices with a locally determined system supported by statutory enforcement.
