US Sanctions Zhao Fugang for Corruption in Fiji

The United States Department of State sanctioned Zhao Fugang and barred his family from entry for allegedly bribing Fijian citizens to advance Chinese interests.

The United States Department of State has sanctioned Zhao Fugang, the director of the Overseas Chinese Service Center and owner of the Yue Lai Hotel in Suva, for engaging in significant corruption. The U.S. government alleges that Zhao abused his public position by paying bribes to Fijian citizens to advance the interests of China-based government, business, and criminal entities.

Under the National Security, Department of State, and Related Programs Appropriations Act, 2026, Zhao and his immediate family members are now generally ineligible for entry into the United States. The U.S. Embassy in Suva stated that these actions left Fiji vulnerable to malign foreign influence and adversely affected U.S. interests in the region. Additionally, the Organized Crime and Corruption Reporting Project reported that global intelligence services believe Zhao is a senior member of a syndicate involved in drug smuggling, money laundering, and human trafficking.

Legal representatives for Zhao have denied the allegations, calling them false, misleading, and unsubstantiated. Fijian Foreign Affairs Minister Sakiasi Ditoka noted he was not officially informed of the designation before it appeared in media reports. While Beijing describes Overseas Chinese Service Centers as administrative hubs for its nationals, rights groups claim they serve as fronts for the Chinese government to target dissidents and push state interests abroad.
