Tokayev Appoints First Vice President and Retains Prime Minister

President Kassym-Jomart Tokayev announced several senior government appointments on August 31 following the establishment of the Kurultai, Kazakhstan's new unicameral parliament. As part of constitutional reforms adopted in March 2026, Tokayev appointed Erlan Karin as the country's first vice president. The role designates the holder as the first in line to assume presidential powers if the presidency becomes vacant.

The Kurultai approved the retention of Olzhas Bektenov as prime minister with 137 votes in favor and seven abstentions. In a meeting with Bektenov, Tokayev instructed the government to prioritize public administration efficiency, sustainable economic growth, and citizen welfare. Additionally, Aida Balayeva transitioned from her roles as deputy prime minister and minister of culture and information to become deputy chair of the Security Council.

These administrative changes follow the August 23 elections, where the pro-government Adilet party secured 110 of the 145 seats in the Kurultai, granting it a majority to approve presidential nominees independently. The new constitutional model replaces the previous bicameral Parliament with the Kurultai and establishes the Halyk Kenesi as a constitutional advisory body.
