EU Fails to Sanction Ben-Gvir, Seeks Settlement Trade Ban

European Union foreign ministers failed to reach the unanimity required to impose sanctions on Israeli National Security Minister Itamar Ben-Gvir during a meeting in Luxembourg on June 15, 2026. Kaja Kallas, the EU foreign policy chief, announced that while many member states supported the measures, opposition from countries including Czechia, Germany, and Austria blocked the decision. The proposal followed international outrage over a May video showing Ben-Gvir taunting bound activists from the Global Sumud Flotilla who had attempted to break the Gaza blockade.

While the bloc failed to agree on personal sanctions, Kallas requested that the European Commission prepare a list of legal options to restrict EU trade with illegal Israeli settlements in the West Bank by July 13. This move follows reports from the Global Echo Litigation Centre that agricultural products from occupied territories are often mislabeled as Israeli goods to gain preferential market access. Member states including Ireland, Spain, and Slovenia have pushed for these restrictions.

Legal debate continues over whether such trade measures constitute sanctions requiring unanimity or can be implemented via qualified majority voting. The French Republic and Spain have already banned Ben-Gvir from their territories, and Italian prosecutors have launched an investigation into the kidnapping and torture of citizens associated with the flotilla incident. The Israeli government rejects the illegal status of the settlements, describing them as temporary sites.
