Missouri Ballot Campaigns Raise $14.5 Million for Tax and Election Votes

Campaigns for and against Amendments 4 and 5 have raised $14.5 million before the August 4 election regarding income tax and petition rules.

Campaigns supporting and opposing two Missouri constitutional amendments have raised $14.5 million ahead of the August 4 election. Missouri Promise PAC and other Republican-backed groups are promoting Amendment 4, which would require initiative petition amendments to win majorities in all eight congressional districts, and Amendment 5, which seeks to phase out personal income tax while allowing the General Assembly to expand sales taxes to offset revenue losses.

Opposition efforts are led by a coalition including Missourians for Fair Governance and Missourians for Fair Taxation, with significant funding from the Missouri Association of Realtors. These groups are running broadcast advertisements warning that Amendment 4 creates a minority veto that strips voter power and that Amendment 5 will lead to increased sales taxes.

Funding for these initiatives comes from a combination of professional associations, high-net-worth donors, and non-profit organizations. Some of these contributors are not currently required to disclose their donors under state law.
