OpenAI Pauses Stargate UK Data Center Project Over Costs

OpenAI has paused its Stargate UK data center project, a multi-billion pound initiative designed to strengthen the United Kingdom's sovereign compute capabilities. The project, launched in September 2025 in partnership with Nvidia and Nscale, intended to deploy between 8,000 and 31,000 GPUs across sites in Northumberland and the North East, including Cobalt Park and Blyth. OpenAI cited runaway industrial energy costs and an unfavorable regulatory environment—specifically uncertain copyright laws—as the primary barriers to long-term investment.

The decision complicates Prime Minister Keir Starmer's strategy to establish Britain as a global AI hub. While the data center is on hold, the company stated it will continue to integrate frontier AI into public services per a prior memorandum of understanding. The pause aligns with a broader strategic shift at OpenAI, which has pivoted toward renting compute from providers like Amazon Web Services and Oracle following financing difficulties and the exit of key Stargate executives Peter Hoeschele, Shamez Hemani, and Anuj Saharan.

Government officials responded by stating they are working to reduce energy costs and accelerate grid connections. Conservative MP Ben Spencer criticized the government for neglecting investment fundamentals, while local leaders in the North East expressed disappointment, attributing the pause to national energy pricing challenges. This development mirrors global trends where AI buildouts are constrained by power grids, including a previously abandoned expansion of OpenAI's flagship center in Abilene, Texas.
