Delhi Assembly Introduces Service Bills Amid Stray Cow Debates

The Delhi Legislative Assembly convened its monsoon session on August 10, 2026, to introduce legislation and address urban governance issues. The House introduced three bills: the Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, the Delhi Urban Shelter Improvement Board (Amendment) Bill, and the Delhi Private Universities Bill.

During the session, members raised concerns regarding the stray cow menace and alleged apathy from Municipal Corporation of Delhi employees. In response, Speaker Vijender Gupta directed the MCD Committee to submit a detailed report on the cow population, functional shelters, and mitigation strategies. The session also included heated debates over corruption in the building department and allegations that illegal construction enforcement targeted Muslims, a claim the Speaker rejected.

Leading up to the sitting, the Assembly implemented heightened security measures, including the deployment of a Central Reserve Police Force Quick Response Team and the installation of hydraulic road blockers. The session followed the tabling of a Comptroller and Auditor General report on Friday, which highlighted financial irregularities under the previous Aam Aadmi Party government led by Arvind Kejriwal.
