Kathy Hochul Signs Law Allowing Cannabis Sales at Events

Governor Kathy Hochul signed legislation on August 6, 2026, allowing licensed cannabis microbusinesses and dispensaries to sell products at approved Cannabis Showcase Events (CSEs). These authorized venues include farmers' markets, public markets, and pop-up community events, providing small-scale growers and entrepreneurs an alternative to permanent retail storefronts to build brand awareness.

The law removes previous requirements for microbusinesses to partner with other licensees, allowing those with retail licenses to act as their own processor and cultivator partners. Under the new regulations, showcase events can last up to 14 consecutive days, with any single location limited to 45 days of such events per year. The legislation prohibits on-site consumption and free product giveaways, requiring that sales be conducted by licensed staff using inventory from existing retail stores.

State Senator Michelle Hinchey and Assemblywoman Donna Lupardo sponsored the legislation to provide small entrepreneurs with a competitive advantage against larger operators with bigger marketing budgets. The New York Office of Cannabis Management, along with municipal and event organizers, maintains approval authority over these events to ensure the expansion of the regulated market remains safe and controlled.
