Lowestoft Councils Approve Two House of Multiple Occupation Projects
Local planning authorities approved two separate HMO developments in Lowestoft to address identified needs for mental health support and low-cost housing.
Planning authorities in Lowestoft have granted approval for two separate house of multiple occupation (HMO) projects designed to address specific local housing shortages.
East Suffolk Council approved the conversion of a vacant former solicitor's office at 13 Surrey Street into an eight-bedroom HMO. The developer, Ness Point Properties Limited, will maintain the ground floor for office use. While the council's case officer cited local affordability issues as an exceptional circumstance, the Lowestoft Town Council recommended against the scheme, arguing it contradicts the Waveney Local Plan.
Separately, authorities approved the expansion of a supported shared home on Park Road operated by Mavam Group. The facility, which serves adults with complex emotional needs, will increase its capacity from 10 to 14 rooms through a side extension and attic reconfiguration. The decision followed a Market Position Statement from Suffolk County Council identifying a shortage of specialized mental health accommodation in the Waveney area.
Both projects faced local opposition. Residents near the Park Road site cited concerns over anti-social behavior and noise, leading the council to mandate an updated Noise Management Plan. Similarly, residents and the town council challenged the Surrey Street conversion, questioning the necessity of additional HMOs in the vicinity.
