Hamas Backs $2.45 Billion Gaza Reconstruction Roadmap

The Board of Peace unveiled a six-month, $2.45 billion reconstruction plan for the Gaza Strip in New York, prompting Hamas to announce its readiness to implement the roadmap. Hamas spokesperson Hazem Qassem stated the group supports transferring power to Palestinian administrators under the oversight of the Board of Peace.

Despite this openness, a deadlock remains over security requirements. Israel has maintained that reconstruction cannot proceed until Hamas disarms, a condition the group did not address in its latest statement. Hamas has accused Israel of obstructing the agreement through escalating aggression.

Board of Peace officials, including Director-general Nickolay Mladenov, attributed the lack of progress to a dual failure: Hamas's refusal to disarm and Israel's refusal to withdraw its military forces from the Gaza Strip.
