California Assembly Passes Police and Firefighter Pension Boost

The California State Assembly passed Assembly Bill 1383 in an overwhelming bipartisan vote, proposing to increase pension benefits for police and firefighters. The legislation seeks to partially undo 2012 pension reforms that reduced benefits for new hires by lowering the minimum retirement age for full benefits from 57 to 55 and raising the pension compensation cap from $160,000 to $185,000.

Proponents, including the Peace Officers Research Association of California, argue the increases are necessary to solve recruitment and retention issues. They point to a 14.8% investment gain reported by the California Public Employees Retirement System (CalPERS) for the 2025-26 fiscal year as evidence that the state can afford the boost without raising taxes.

Opponents and actuaries warn of significant financial risks. CalPERS actuaries estimate the move would increase costs for state and local governments by $4.8 billion, with annual employer contributions rising by $233 million. Other estimates suggest costs could reach $15 billion, with 86% of the expense benefiting employees earning over $160,000. Local governments argue the bill will exacerbate budget shortfalls and trigger parity demands from other public worker unions, recalling benefit increases under former Governor Gray Davis that contributed to the bankruptcy of cities like Stockton and San Bernardino.

Additionally, analysis from the Reason Foundation and the Public Policy Institute of California challenges the claim of a retention crisis, suggesting benefits are not the primary driver of recruitment difficulties. The bill now awaits a vote in the California State Senate before the summer adjournment.
