U.S. Companies Use Return-to-Office Mandates to Drive Attrition

U.S. business leaders are implementing strict return-to-office mandates to encourage voluntary staff turnover and reduce headcount without announcing formal layoffs.

Business leaders across the United States are utilizing return-to-office mandates to encourage voluntary attrition and reduce headcount without declaring formal layoffs. The Federal Reserve System reported in its Beige Book that multiple districts have implemented these in-person requirements specifically to drive staff turnover.

Data suggests nearly 30% of companies plan to require five-day in-office weeks by the end of 2025. While 93% of CEOs continue to use flexible working patterns for themselves, a quarter of C-suite executives and 20% of HR professionals explicitly hope for voluntary turnover through these policies. This shift follows a stall in white-collar job growth and the increasing role of AI in personnel reduction.

Microsoft has mandated that employees return to the office three days per week. Amy Coleman, the company's Executive Vice President and Chief People Officer, denied that the update is intended to reduce staff, framing the change as a way to meet customer needs.
