The initiative follows a period of 35 years characterized by incomplete legacies, inadequate infrastructure, and a lack of strategic coherence across previous administrations. The state has struggled with chronic underfunding of healthcare and education, high youth unemployment, and insecurity in the Edo South senatorial district.

Marking the 35th anniversary of the state's creation on August 27, 2026, Okpebholo detailed priority initiatives to translate the region's cultural and economic assets into tangible improvements. Education reforms include the recruitment of new teachers for public schools and increased subventions for Edo State University and Ambrose Alli University.

To drive industrialization and reduce dependence on federal allocations, the administration is focusing on energy and transport infrastructure. Key projects include a 100-megawatt power project at Ologbo, energy development at the Taihu Industrial Park, and the construction of the state's first flyovers at Sapele Road and Ikpoba Hill in Benin City.
