Azerbaijan Outlines Three-Stage National Hydrogen Development Plan

The State Agency for Renewable Energy Sources, operating under Azerbaijan's Ministry of Energy, has established a phased development plan for the national hydrogen sector. Director Javid Abdullayev chaired a Working Group meeting to integrate regulatory frameworks, infrastructure needs, and incentive mechanisms into the National Hydrogen Strategic Vision Implementation Plan.

The proposed strategy follows a three-stage progression. The first phase focuses on domestic pilot projects and small-scale clusters. The second phase transitions to commercial-scale production, and the final phase aims to establish an advanced hydrogen market with export potential.

To guide the implementation process, experts from DNV Energy Systems Germany GmbH provided technical presentations on legislation, standards, and government support mechanisms. The agency intends to use these analyses to finalize the strategic vision for the country's hydrogen production.
