Kerala Implements Load Shedding Amid Severe Power Crisis

Kerala is experiencing routine blackouts and a severe energy deficit as depleted reservoirs and rising demand force the state to procure expensive external power.

Kerala is facing a severe power crisis characterized by routine load shedding and widespread blackouts, with power cuts lasting 15 to 30 minutes several times nightly in various districts. The crisis is driven by a weak southwest monsoon and rainfall deficit, which have depleted hydroelectric reservoir levels to approximately 28-29 percent. This has caused domestic power generation to plummet from 44.221 million units to 16.608 million units, while peak demand has increased by nearly 1,000 MW compared to last year.

Sunny Joseph, the Minister for Electricity, stated that the shortage is exacerbated by increased consumption and the legal obligation to return power borrowed in March and April. To mitigate the deficit, the state is procuring 68.81 million units daily from external sources at high cost and is exploring legal options to restore long-term power purchase agreements. Long-term plans include establishing battery storage units in six locations and the potential development of the Cheemeni nuclear power station in Kasaragod.

The situation has triggered a political dispute. The Communist Party of India (Marxist) has labeled the crisis a result of serious planning failures by the United Democratic Front government, alleging it failed to anticipate weather patterns and the return of borrowed power. During the crisis, a public function attended by Chief Minister V.D. Satheesan was interrupted by power cuts. Officials warn that these restrictions may continue until December and could either impact industrial sectors or persist if other states continue to experience extreme heat, limiting availability on power exchanges.
