Wisconsin DNR to Launch Statewide AI Data Center Analysis

The Wisconsin Department of Natural Resources will conduct a statewide environmental review of AI data centers following a legal settlement with the Sierra Club.

The Wisconsin Department of Natural Resources will conduct a statewide strategic analysis of the environmental and economic impacts of AI data center development. The move follows a legal settlement resolving a lawsuit filed in July by Midwest Environmental Advocates on behalf of the Sierra Club, which challenged the agency's decision to permit a $15 billion Lighthouse campus in Port Washington without an environmental impact statement.

Under the terms of the agreement, Vantage Data Centers will fund the full cost of the independent review, which the agency must complete by January 31, 2028. The analysis will examine cumulative effects on greenhouse gas emissions, energy use, agriculture, and air and water quality. While the settlement validates existing permits for the Port Washington project, it establishes a framework for assessing future developments across the state.

The review comes as concerns grow that hyperscale data centers could increase statewide electricity demand by 40% by 2032. The agency stated the analysis will serve as a tool to understand environmental impacts and inform future local and state policy-making decisions.
