China Condemns Japan's New Active Cyber Defense Law

The Ministry of Foreign Affairs of the People's Republic of China condemned Japan's recent transition toward an offensive cybersecurity posture, describing the shift as dangerous. This reaction follows the Japanese Cabinet's adoption of a new cybersecurity strategy and the May passage of the Active Cyber Defense Law. These measures authorize the Japan Self-Defense Forces and Japanese police to take proactive countermeasures, including the ability to preemptively infiltrate or disable network devices belonging to alleged attackers.
Chinese spokesperson Lin Jian stated that these actions represent a move from cyber defense to cyber offense. He expressed concern that Japan is attempting to break through the post-war international order. The Chinese government warned that any improper actions by Japan that undermine China's sovereignty, security, or development interests would elicit a solemn response.
