Ibac Report Finds Misconduct in Andrews Government Fire Deals

The Independent Broad-based Anti-corruption Commission released a report on Wednesday detailing serious and concerning conduct by senior members of former Victorian Premier Daniel Andrews' government. The investigation, Operation Richmond, found that officials misused information, acted contrary to policy, and deliberately misled others while negotiating pay deals for the Metropolitan Fire Brigade and the Country Fire Authority.

Ibac determined that government officials used a staged meeting to conceal back-room negotiations with United Firefighters Union secretary Peter Marshall. The report found that Marshall exerted extraordinary influence over the process and attempted to secure parliamentary support for a 2019 amalgamation bill by hiring a relative of a crossbench MP. While the commission found no evidence that Andrews was blackmailed by Marshall, it criticized the overall conduct of the negotiations.

Andrews defended his actions, stating they were in the public interest to resolve a dysfunctional dispute. Current Premier Ben Carroll described the behavior as intolerable and pledged to implement the commission's recommendations. Opposition leader Jess Wilson characterized the findings as evidence of a gangster government, asserting that corruption is in the Labor Party's DNA.
