US and Philippines Establish 4,000-Acre AI Industrial Hub

The United States and Philippines will create a 4,000-acre industrial hub in Luzon to secure semiconductor and AI supply chains under the Pax Silica initiative.

The United States and the Philippines announced plans on April 17, 2026, to establish a 4,000-acre industrial hub in the Luzon Economic Corridor. Designated as an Economic Security Zone, the site will serve as the first AI-native industrial acceleration hub under the Pax Silica initiative, a Washington-led partnership that frames economic security as national security to protect technology supply chains from geopolitical instability.

Located in New Clark City, the hub aims to secure the production of semiconductors, electronics, and critical minerals such as nickel, copper, chromite, and cobalt. The facility will operate under US common law, integrating American contract law and dispute resolution with the Philippines' strategic geography and workforce. The Philippines became the thirteenth signatory to the Pax Silica coalition, joining other allies including Japan, India, and the United Kingdom.

While the project reflects a closer alignment between the administration of Ferdinand Marcos Jr. and the Trump administration, implementation details are ongoing. Hilario Paredes, Chairman of the Bases Conversion and Development Authority, noted that authorities must first verify if sufficient contiguous land is available in New Clark City to host the commercial facility.
