St. Charles City Council Bans Data Centers for One Year

The St. Charles City Council approved a one-year moratorium on August 22, 2025, banning all zoning change applications and building permits for data centers until August 2026. The decision followed intense public opposition to Project Cumulus, a proposed 440-acre complex consisting of five warehouses. The project, pitched by developer CRG, was withdrawn shortly before the vote after residents raised concerns regarding water pollution, energy use, and threats to endangered species.

Public mistrust was exacerbated by non-disclosure agreements that hid the identity of a Fortune 100 client and revelations that Mayor Dan Borgmeyer was related to the site's owner. Residents specifically feared that diesel backup generators could contaminate wetlands and municipal drinking water wells, particularly given the project's location in a floodplain.

City officials intend to use the pause to research best practices and update zoning codes to ensure development standards keep pace with the national evolution of data centers. While some residents pushed for a permanent ban, the St. Charles Regional Chamber of Commerce warned that the moratorium could signal uncertainty to investors and damage the city's pro-business reputation.
