Karnataka Imposes 2% Cinema Cess Despite Industry Opposition

The Government of Karnataka will implement a 2% welfare cess on cinema tickets starting September 30, 2026. Established under the Karnataka Cine and Cultural Activists (Welfare) Act 2024, the levy is designed to fund social security and welfare initiatives for registered cine and cultural activists.

The implementation follows a period of legal volatility. The Karnataka High Court previously quashed government notices requiring exhibitors to collect the cess, ruling that the governing Act had not been formally notified. In response to that ruling, the state government briefly withdrew an office order from August 29, 2026, before moving forward with the formal implementation of the Act.

The Multiplex Association of India and the Karnataka Film Chamber of Commerce are seeking a rollback of the tax. Industry leaders argue the levy creates a cascading tax-on-tax effect because GST will apply to the cess, making theatrical entertainment less affordable for families and young people. While the industry acknowledges the importance of supporting artists, they warn the additional cost could dampen consumer demand and hinder the sector's recovery from the Covid-19 pandemic. Individual cinema operators will now decide whether to absorb the 2% cost or pass it on to moviegoers.
