Lebanon Extradites Former Syrian General Adel Issa to Damascus

Lebanon extradited former Major General Adel Issa to Syria to face charges of murder and crimes against humanity committed during the Syrian civil war.

Lebanese authorities extradited Adel Issa, a 67-year-old former Major General in the Syrian army, to Syria on August 20, 2026. Issa, who commanded the 17th Division and ground forces in eastern Deir Ezzor, faces charges of premeditated murder, torture leading to death, and inciting civil war and sectarian strife.

Issa was detained on August 8 after visiting the Syrian embassy in Beirut for paperwork, where officials notified Lebanese prosecutors of an arrest warrant issued by Damascus. Following questioning by Public Prosecutor Ahmad Rami Hajj, the Lebanese judiciary approved the transfer based on a 1951 bilateral judicial agreement. While in Lebanon, Issa denied the charges, stating he was a military officer carrying out orders.

This transfer marks the first time Lebanon has handed over a military officer since the ousting of Bashar al-Assad in December 2024. The extradition occurs as the new Syrian government intensifies prosecutions for atrocities committed during the 13-year civil war, including recent death sentences issued in absentia for Bashar and Maher al-Assad. Syrian authorities have reportedly pressured Lebanon to return more than 200 former senior officers who fled the country.
