Hong Kong to Launch First Five-Year Plan Next Month

Secretary for Constitutional and Mainland Affairs Janice Tse Siu-wa announced that Hong Kong received 16,000 public submissions during a consultation for the city's first five-year plan. The blueprint is scheduled for delivery next month and will feature binding and predictive targets modeled after China's 15th five-year plan.

Government analysis of the submissions using artificial intelligence indicates general public support for deeper integration into national development. This integration focuses on the "four centres and one hub" positioning to strengthen the city's strategic role.

Key priorities for the plan include cultivating emerging sectors with strategic value and leveraging professional services. The city also aims to reinforce its status as an international renminbi business hub by expanding the commodity trading ecosystem and the availability of yuan products.
