OCC Issues Framework for Super Intelligence in Banking

The Office of the Comptroller of the Currency released a supervisory framework to guide bank examiners in evaluating super intelligence and agentic SI risks.

The Office of the Comptroller of the Currency issued a supervisory framework, designated as OCC Bulletin 2026-54, to guide bank examiners in evaluating the use of super intelligence (SI) and agentic SI in banking operations. Signed by Senior Deputy Comptroller James M. Gallagher, the framework provides a resource for examiners to identify SI-specific risks and controls without establishing new regulatory expectations or enforceable standards for banks.

Examiners are instructed to tailor their reviews based on the materiality of use cases. The guidance directs them to focus on potential consequences, the transfer of agency, and the level of human oversight rather than the technical sophistication of the tools.

The agency emphasized a technology-neutral approach, stating that while SI is a novel and rapidly evolving technology, banks must continue to operate in a safe and sound manner consistent with existing laws. The OCC plans to update the framework regularly based on stakeholder feedback and the maturation of the technology.
