China Private Sector Grows as Government Opens Tech Scenarios

China's private sector expanded in September 2026 while the government launched a national strategy to accelerate the market application of AI and robotics.

China's private sector reached a three-month growth high in September 2026, with expansion across both manufacturing and services. S&P Global survey results indicated the general manufacturing Purchasing Managers' Index rose to 52.1 and the services PMI increased to 51.6. These findings were supported by the National Bureau of Statistics, which reported a manufacturing PMI of 50.1 and a non-manufacturing index of 50.2.

To sustain this momentum, the General Office of the State Council is implementing a national strategy to bridge the gap between research and development and market application. This initiative focuses on the cultivation and openness of scenarios for new technologies, specifically targeting AI, robotics, and clean energy.

In Tianjin, the local government has operationalized this strategy by launching a scenario innovation service platform and releasing 10 innovation cases. This framework allows private firms to validate products using real-world industrial and logistics data. Companies such as Sevnce Robotics, which develops robots for hazardous inspections, and PaXini AI, which operates a humanoid robot data collection factory, are utilizing these resources to accelerate product deployment.
