SERAP Gives INEC Seven Days to Account for ₦126 Billion

The Socio-Economic Rights and Accountability Project (SERAP) has issued a seven-day ultimatum to the Independent National Electoral Commission (INEC) to account for ₦126.46 billion in public funds allegedly diverted, lost, or mismanaged. In a letter dated September 12, 2026, SERAP demanded detailed information on procurement processes, beneficiaries, and evidence of delivery for electoral materials and services.

The demand follows a 2023 audited report from the Office of the Auditor General for the Federation. The report alleges that INEC irregularly paid ₦112.16 billion for ballot boxes and electoral devices without competitive bidding or a Bureau of Public Procurement Certificate of No Objection. Other flagged expenditures include ₦1.06 billion for Toyota Prado vehicles and ₦9.25 billion spent through split contracts designed to circumvent procurement rules.

SERAP urged INEC Chairman Professor Joash Amupitan to refer these findings to the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) for prosecution and fund recovery. The organization warned it will initiate legal action if the commission fails to comply with the deadline.
