North Korea Deploys Workers to Russian Drone Plants

The Government of North Korea is deploying thousands of workers to Russia to gain drone production expertise and fund the regime through withheld wages.

A joint report from the Center for Strategic and International Studies and the George W. Bush Institute warns that the Government of North Korea is enhancing its military drone capabilities by deploying technicians to Russia's Alabuga drone production complex. These workers are gaining expertise in the mass production of Geran attack drones, which are Iranian-designed and Russian-produced weapons used in Ukraine.

Ukrainian military intelligence estimates that up to 12,000 North Korean workers are assigned to the Alabuga site. Meanwhile, the Multilateral Sanctions Monitoring Team estimates that Russia hosted between 15,000 and 30,000 North Korean workers by the end of 2025. The report indicates that Moscow utilized a student visa scheme to disguise the presence of these laborers.

The North Korean regime reportedly withholds 70 to 90 percent of the workers' wages to fund the state. The report suggests that the resulting growth in North Korean drone sophistication creates a new security challenge for U.S., Japanese, and South Korean forces operating in the Indo-Pacific.
