UK Regulator Investigates Meta Over Exploitative AI Content Terms
The Competition and Markets Authority is investigating whether Meta abused its market dominance by imposing unfair terms on publishers to develop AI features.
The Competition and Markets Authority launched an investigation on October 30, 2026, to determine if Meta imposed exploitative commercial terms on news publishers and advertisers. The regulator is examining whether Meta abused a dominant market position to collect content from publishers' websites to develop its own products and artificial intelligence features without providing businesses a choice.
Meta had planned to introduce these revised terms on November 20 but has since paused the rollout. The probe focuses on whether these conditions constitute an unlawful imposition of unfair trading terms under the 1998 Competition Act. This regulatory action follows a similar legal challenge in Norway, where a court temporarily banned Meta from enforcing the terms after ten media outlets argued the move threatened their content rights.
Meta has denied that there are grounds for the investigation, though the company stated it welcomes the opportunity to explain its approach to the regulator. The company further committed to consulting publishers and other stakeholders before changing its terms.
