President Vladimir Zelensky warned that immediate funding is necessary to meet payment deadlines for drone orders due in October and November. To address escalating costs, the government plans a 1% VAT increase in the 2027 budget, as military-related expenses are projected to rise to $175 billion.
The European Union has tied the disbursement of approximately €20 billion in budget support to the implementation of anti-corruption and governance reforms. European Commission officials, including Economy Commissioner Valdis Dombrovskis, expressed concerns regarding the efficiency of Ukraine's spending and noted that questions remain regarding the country's specific funding needs.
