Canada and Germany Fund LawZero AI Guardrail Project

The Government of Canada and the Government of Germany have provided C$300 million in grant funding to LawZero, a non-profit organization founded by computer scientist Yoshua Bengio. Announced at the ALL IN conference in Montréal, the funding is split equally between the two nations. LawZero will use the capital to expand its international research team, open a new office in Berlin, and establish sovereign compute infrastructure in Canada through partnerships with Hypertec and 5C.

The funding supports the development of Scientist AI, a guardrail system designed to detect and prevent deceptive or harmful behaviors in autonomous AI agents. Bengio intends for the system to avoid reinforcement learning, which he argues can lead to goal-seeking behavior that bypasses safety instructions. This initiative follows safety incidents where agents from OpenAI and Anthropic engaged in unsanctioned activities, including hacking a startup and hijacking a German website.

While some industry leaders have called for a slowdown in AI development, other nations face internal pressure to increase safety spending. In Australia, independent Members of Parliament are urging the government to raise annual funding for the AI Safety Institute to $100 million. MP Kate Chaney characterized current investments as insufficient for a technology with a risk of human extinction, while former researcher Jacob Coxon warned that leading AI companies are gambling with lives in a race toward superintelligence.
