Children's Commissioner Warns Prevent Program Fails Violence-Fixated Youth

England's Children's Commissioner, Dame Rachel de Souza, issued a report warning that the UK government's Prevent anti-terror programme fails children who are fixated on violence but lack a specific extremist ideology. Analysis indicates that 71% of child referrals to Prevent involve individuals without a clear ideology, a trend often linked to harmful online content.

De Souza cited the case of Axel Rudakubana, who killed three girls in Southport in July 2024, as a critical failure. Rudakubana had been referred to Prevent three times, but his cases were closed because he did not exhibit a clear ideology. De Souza stated that a cohort of children are becoming intoxicated by extremism or a desire to harm others and require interventions that Prevent cannot provide.

To prevent closed doors and dead ends, the commissioner recommends that the Home Office and Department for Education issue joint statutory guidance. This would require that children fixated on violence be referred to local authority safeguarding teams in addition to Prevent. A government spokesperson confirmed that the government is reviewing the report and developing options to manage individuals fascinated with extreme violence.
