To transition toward higher-paying jobs and reduce reliance on low-skilled foreign labor, the budget emphasizes technical and vocational education (TVET), STEM, and artificial intelligence.

Additional focus areas include the care economy and social protection to prepare for the country's transition toward an aged society by 2030. The Ministry of Finance is maintaining fiscal discipline by prioritizing spending efficiency, governance reform, and the attraction of foreign investment in the energy transition and semiconductor sectors.
