Kenya's IEBC Launches Tenders for 2027 Election Technology

The Independent Electoral and Boundaries Commission (IEBC) of Kenya has launched two international tenders to procure critical technology and materials for the August 2027 General Election. The first tender seeks a contractor for an Integrated Elections Management System (IEMS), including hardware known as Kiems kits, installation, and maintenance, with an estimated cost of Ksh9.3 billion. The second tender, projected at Ksh2.7 billion, covers the supply of ballot papers, tactile folders, the Register of Voters, and statutory result declaration forms.

Bidders must physically deliver submissions to the IEBC Tender Box in Nairobi by September 1, 2026, as electronic tenders are prohibited. The commission is coordinating with the National Treasury of Kenya to secure multi-year funding to prevent the last-minute procurement disputes and legal challenges that have marked previous election cycles.

The procurement drive faces significant political scrutiny. The Parliament of Kenya has questioned a proposed Ksh13 billion budget increase for the 2026/27 financial year, while opposition leaders have raised concerns regarding transparency and the procurement timeline. These tensions highlight the pressure on the IEBC to ensure a transparent process amid a tight electoral timetable.
