US Local Governments Block AI Data Centers Over Resource Strain

A growing movement of local governments and political figures across the United States is restricting the development of AI data centers, citing concerns over water consumption, electricity demand, and noise pollution. In Pennsylvania, the Reading City Council unanimously approved a six-month moratorium to draft zoning regulations, while several Minnesota cities implemented similar pauses as the state legislature considered a statewide extension. In Delaware, the Kent County Levy Court passed an ordinance regulating noise and pollution in unincorporated areas, and the Johnson County Board of Supervisors in Iowa is developing rules to prevent the resource strain experienced in neighboring districts.

Public opposition has also manifested through ballot initiatives and protests. In Butte, Montana, the 406 People First coalition is seeking a requirement that future data centers be approved by a two-thirds majority vote, though local leadership warns the broad language could deter other businesses. In Florida, the issue has become a central flashpoint in the gubernatorial race. Republican candidate Byron Donalds, who received at least $5 million from the AI-backed Leading the Future committee, argues for regulated growth, while opponents like David Jolly and James Fishback are calling for moratoriums or total bans.

On the federal level, Representative Alexandria Ocasio-Cortez criticized the industry during a House Committee hearing, pointing to lawsuits over emissions from xAI's Memphis facility and alleged water contamination at a Meta site in Georgia. These local and federal efforts respond to a surge in AI power demand driven by both the private sector and government agencies, including the U.S. Department of Defense.
