APEC Finance Ministers Agree on Digital Infrastructure Financing

APEC finance ministers reached a consensus in Hong Kong to strengthen macroeconomic coordination and boost financing for regional digital infrastructure.

Finance ministers from the Asia-Pacific Economic Cooperation (APEC) member economies concluded a two-day meeting in Hong Kong on October 21, 2026, agreeing to strengthen macroeconomic policy communication and coordination. Led by Lan Fo'an, the Chinese Finance Minister, the group reached a consensus on promoting financial sector cooperation with a specific focus on inclusive finance, support for livelihoods, and digital infrastructure financing.

The ministers released a policy statement on digital infrastructure financing designed to enhance regional trade and economic connectivity. This initiative encourages the development of secure, resilient infrastructure and improved digital literacy, while calling for increased collaboration between the public sector, private sector, and multilateral development banks to mitigate risk.

Throughout the gathering, participants addressed risks from geopolitical conflicts, rising debt, and environmental factors such as El Niño weather patterns, based on assessments from the International Monetary Fund and the Asian Development Bank. Discussions emphasized leveraging artificial intelligence and green transitions to create new growth engines. The meeting serves as a precursor to the 33rd APEC Economic Leaders' Meeting scheduled for November in Shenzhen, aiming to align regional financial stability with the Incheon Plan (2026–2030).
