Altria and Philip Morris International Ink Manufacturing Deal
Altria and Philip Morris International signed a contract for Altria to produce combustible cigarettes for Philip Morris International's global markets starting in 2027.
Altria and Philip Morris International announced a contract manufacturing arrangement on August 24, 2026, to produce combustible cigarettes for international sale. Under the terms of the deal, Altria's Philip Morris USA unit will utilize spare capacity in its United States factories to manufacture products for Philip Morris International's global network.
First shipments are expected to begin in early 2027, subject to operational readiness and regulatory requirements. Both companies stated the arrangement will not have a material financial impact in the near term and confirmed they will continue to operate as independent entities.
The agreement represents a shift for Philip Morris International, which has focused its corporate strategy on smoke-free alternatives such as heated tobacco and nicotine pouches. To clarify the scope of the deal, Philip Morris International stated it has no plans to sell combustible cigarettes within the United States.
