Russia Deploys Firefighting Aircraft to Serbia Amid EU Dispute

Serbia deployed a Russian IL-76 firefighting aircraft to combat widespread wildfires after claiming the European Union could not provide aircraft with sufficient capacity.

The Government of Serbia requested and received firefighting assistance from Russia to combat 20 active wildfires, including a long-burning blaze in the Deliblatska Pescara nature reserve. A Russian Ministry of Emergency Situations IL-76 aircraft landed in Nis on August 19 and began operations on August 20. Interior Minister Ivica Dacic noted the aircraft can drop 42 tonnes of water in a single pass, a capacity he claimed was unavailable within the European Union Civil Protection Mechanism.

The European Commission disputed these claims, stating that Serbia had not activated the Civil Protection Mechanism to mobilize assistance before the Russian deployment. While the EU provided satellite imagery, the Commission emphasized that relations with Russia cannot be "business as usual" following the invasion of Ukraine. To facilitate the mission, Bulgaria, an EU and NATO member, allowed the Russian plane to enter its airspace under humanitarian aid exemptions.

Firefighting efforts continue across the Deliblato Sands, Stolovi Mountains, and Ibar Gorge. While a fire in Kladovo was localized on Wednesday, strong winds and an ongoing heat wave continue to complicate operations. President Aleksandar Vucic had previously suggested that international assistance was not immediately necessary, but the government ultimately accepted the Russian aircraft to strengthen its response capacities.
