Beijing is simultaneously pursuing a multilateral approach through the World AI Cooperation Organization (WAICO) in Shanghai, offering affordable AI models to developing nations. While China still faces challenges in high-end chip architecture and original innovation, its focus on cost-efficiency and international adoption is challenging US market dominance.
