India and Japan Launch 50,000-Person Workforce Mobility Partnership
India and Japan established a long-term cooperation framework to mobilize 50,000 skilled workers across manufacturing, caregiving, and IT sectors over the next decade.
India and Japan formalized a long-term cooperation framework on May 26, 2026, aimed at establishing scalable, ethical pathways for skilled workforce mobility between the two nations. A joint seminar in Tokyo, organized by the Embassy of India in Japan and ASEAN ONE Co. Ltd., drew 250 representatives from Japanese companies, academic institutions, and government agencies to outline the partnership's scope.
Toshiaki Nishikawa, Chairman and CEO of ASEAN GROUP Co. Ltd., proposed a personnel exchange program targeting the movement of 50,000 people over the next decade. The initiative identified five priority sectors: manufacturing, caregiving, construction, IT, and the green economy. Discussions also addressed expanding Japanese language testing centers in India and improving occupational alignment to better match Indian workers with Japanese labor market needs.
Vandana Gurnani, Secretary of India's Ministry of Labour and Employment, positioned India as a trusted global workforce partner, citing the country's digital skilling platforms and recent institutional reforms as foundations for transparent and ethical international labor mobility. The Ministry of Labour and Employment coordinated the seminar alongside the Embassy of India in Japan, which co-organized the event to deepen bilateral workforce cooperation.
The partnership reflects Japan's growing reliance on foreign labor to address demographic decline and India's push to position its workforce as a reliable, ethically deployed resource for advanced economies.
