U.S. Sanctions VTB Bank to Disrupt Iranian Financial Nodes

The United States Department of the Treasury imposed new sanctions on VTB Bank on September 15, 2026, identifying Russia's second-largest financial institution as a key node for the Iranian regime. The action is part of Operation Economic Outcast, a maximum pressure campaign led by Treasury Secretary Scott Bessent to isolate Iran's economy and disrupt its ability to fund terrorism.

U.S. officials allege that VTB Bank opened offices in Iran and provided clearing accounts to the Central Bank of Iran and other sanctioned banks. These accounts facilitated the exchange of Iranian rials and Russian rubles, helping to transfer billions of dollars in frozen Iranian assets. While VTB had been under U.S. sanctions since 2022 due to the invasion of Ukraine, these latest measures specifically target its role as an enabler for Iran.

The sanctions follow similar U.S. actions against financial entities in Turkey and the United Arab Emirates. Treasury Secretary Scott Bessent warned that foreign companies and financial institutions continuing to engage with VTB could face secondary sanctions. The U.S. Department of State further cautioned global banks that any effort to help Iran evade sanctions would carry serious consequences, including exposure to U.S. financial restrictions.
