Treasury Launches Strategic Vendor Program to Boost Manufacturing

Assistant Secretary of the Treasury Chris Pilkerton launched a pilot Strategic Vendor Program to identify and close gaps in domestic manufacturing supply chains. The initiative aims to support a surge in foreign investment driven by tariffs and deregulation, ensuring small- and medium-sized businesses can scale to meet component demand.
During a visit to the Hanwha Philly Shipyard in Philadelphia, Pilkerton and Small Business Administrator Kelly Loeffler emphasized the necessity of strengthening local supplier networks. The Treasury Department is further accelerating foreign investment reviews through a new transparency website and a Known Investor Program. These efforts follow a 2025 initiative by the Small Business Administration that provided $3 billion in funding to help manufacturers rebuild industrial capacity.
As part of this investment trend, Hanwha Philly Shipyard pledged $5 billion in future investments. The company plans to integrate AI-based shipbuilding technologies and expand its workforce from 2,000 to 10,000 employees. The need for these supply chain interventions was highlighted by recent acquisitions, such as a quantum refrigeration company in Syracuse, where domestic supplier shortages were identified.
