Goldman Sachs Predicts India Will Meet Fiscal Deficit Target

Goldman Sachs Research expects the Government of India to achieve its 4.3% GDP fiscal deficit target for FY27 through expenditure reprioritization.

Goldman Sachs Research predicts the Government of India will meet its fiscal deficit target of 4.3% of GDP for FY27. This outlook comes despite the deficit reaching 42.6% of the full-year estimate during the first six months of the period.

The research firm indicates the government will likely achieve this goal by reprioritizing expenditure to offset pressures from capital spending and higher interest payments. For the April-September period, the fiscal deficit stood at 3.9% of GDP, with September showing a balanced fiscal position driven by high advance tax payments.

Strong corporate tax receipts, which grew approximately 22% year-on-year, are currently cushioning the revenue impact of lower excise receipts resulting from petrol and diesel duty reductions. However, the report warns that elevated global commodity prices could jeopardize this trajectory by increasing the requirement for fuel excise duty relief and fertilizer subsidies.
