Chief Minister Rekha Gupta announced the approval of the Delhi Startup and Incubation Policy on July 16, 2026, to foster innovation and entrepreneurship in the national capital. The initiative aims to facilitate at least 5,000 start-ups by 2035 by providing seed funding, modern infrastructure, and intellectual property support.

Reports on the total investment vary, with one source citing a fund allocation of over Rs 500 crore and another specifying more than Rs 400 crore over the next five years. The policy provides milestone-based financial assistance for prototype development, market validation, and commercialization. To implement these goals, the government will establish incubation centers across 11 state universities, 13 government-aided colleges, polytechnics, Industrial Training Institutes, and government schools.

To ensure transparent governance, the government will form a State Incubation Policy Monitoring Committee to oversee implementation. Additionally, the city will launch an annual Delhi Start-up Youth Festival to connect innovators with investors and policymakers. Eligible institutions will receive one-time setup grants and annual operational support to maintain the new centers.
