France Replaces Microsoft Windows With Linux for Digital Sovereignty

The French government is replacing Microsoft Windows and other US-based tools with Linux and domestic open-source alternatives for 2.5 million civil servants.

The Government of France has launched a nationwide initiative to replace Microsoft Windows with the open-source Linux operating system across all government desktops. Spearheaded by the Interministerial Digital Directorate (DINUM), the transition aims to establish digital sovereignty and reduce reliance on U.S. technology following instability and unpredictability associated with the Donald Trump administration.

DINUM has mandated that all ministries and public operators develop formal implementation plans by autumn 2026. This rollout begins with workstations at DINUM and key agencies including the National Cybersecurity Agency of France (ANSSI), the State Procurement Directorate (DAE), and the Directorate General for Enterprises (DGE). The strategy is modeled after the National Gendarmerie, which migrated 97% of its workstations to a customized Linux version by 2024.

This shift is part of a broader ecosystem called La Suite, which seeks to migrate 2.5 million civil servants from American collaboration tools like Microsoft Teams and Zoom to French open-source alternatives Tchap and Visio. Visio is hosted on infrastructure owned by Outscale, a subsidiary of Dassault Systèmes. The government has already migrated 80,000 National Health Insurance Fund employees to this stack and plans to move its health data platform to a trusted solution by the end of 2026.

While other European nations such as Denmark and Austria are reducing their reliance on U.S. tech, the Australian government took an opposite approach in February 2026 by signing a five-year deal to expand its use of Microsoft cloud and AI services.
