South Africa Launches Green Hydrogen Industrialization Strategy

Trade, Industry and Competition Minister Parks Tau announced a strategic push to integrate green hydrogen into South Africa's industrialization agenda during the Africa Green Hydrogen Summit in Cape Town on September 15, 2026. The government aims to transition from a provider of raw resources to a producer of high-value exports, including green chemicals, sustainable aviation fuel, and green shipping fuels.

South Africa has moved into an execution phase with the launch of the Green Hydrogen Deal Book and the identification of a first wave of six priority projects. These include the Phelan Green Group's Saldanha Bay project, which has reached a final investment decision, and the Coega Green Ammonia Project developed by Hive Hydrogen. The government has designated the Coega project as a lighthouse initiative, unlocking R12.5 million in development funding.

Financial backing for the transition is extensive. The Industrial Development Corporation identified 24 strategic projects through the Just Energy Transition Investment Plan, supported by €40 million from Germany's KfW Development Bank. Additionally, the European Commission anchored the first R3 billion of the South Africa Green Hydrogen Fund via the Global Gateway commitment. Further support includes €20 million in grants from the European Union and US$20 million in reimbursable grant funding from the African Development Bank for projects across South Africa, Namibia, Morocco, and Egypt.

Regional cooperation remains a priority, with South Africa and Namibia discussing the creation of industrial value chains within the Southern African Development Community to enhance regional competitiveness.
